Within three years, we will create a modern information system rendering all paper documents unnecessary. This will primarily benefit applicants and entities managing applications.
“Integrated services for science – Stage I” is an IT system for filing grant applications for research projects and scientific activities. Its establishment will move financing of these projects to the electronic medium.
The new IT system will combine a number of functionalities. It will fully integrate with the e-PUAP platform, which will eliminate paper versions of documents, as well as with POL-on, PESEL (Personal Identification Number), REGON (National Business Registry Number) or TERYT systems. It will also adapt optimally to the individual needs of the users. Its reliability will increase thanks to the, so-called, backup center based on data replication technology.
As a result, the users of the system will be able to perform a greater range of activities without delivering paper copies of documents. Researchers, students, entrepreneurs will save time and costs related with filing grant applications. The entities independently managing the applications (Ministry of Science and Higher Education, National Science Centre, National Research and Development Centre) will be able to manage the users autonomously, with appropriate tools prepared specially for those entities, which will significantly reduce the level of bureaucracy.
Such elements of the system as a semantic search engine or a virtual consultant module will provide easy and user-friendly access to information about ongoing research projects.
The project will be implemented under the agreement signed on February 22nd, 2016 between the Ministry of Science and Higher Education and the Digital Poland Projects Center (Centrum Projektów Polska Cyfrowa). OPI PIB won the competition for partnership in this project, announced by the Ministry in 2015. Preparation of our competition application was preceded by a study of the needs and expectations of potential users of the new integrated system of services for science.
The project ends in February 2019. The amount allocated for its implementation is 29 120 750.00 PLN. 84.62 percent (24 641 978.65 PLN) of that amount comes from European funds and 15.38 percent (4 478 771.35 PLN) from the state budget. The project was funded under the Digital Poland programme for 2014-2020, Priority Axis 2 “E-government and open government”, measure 2.1 “High availability and quality of public e-services.”
