Analysis of best practices in the management of R&D works

Management of each project is challenging.However, when we are dealing with a research and development project, and therefore one that is risky, pioneering and non-schematic, the case becomes increasingly complicated. How do the Polish research institutes universities, companies meet this challenge? What is the profile of the Polish scientist involved in such projects? What is the situation in our country in comparison with the undertakings of foreign companies and universities?

The biggest problem identified by us during the studies is the approach to risks associated with research projects.The representatives of science and business sectors point to cumbersome bureaucratic procedures that prevent obtaining funding for initiatives that are risky, but potentially groundbreaking. Projects are accounted for, but only rarely assessed in terms of their actual, substantive results. Where the priority becomes the solely formal compliance with the targets, the predictable and risk free projects are obvious favorites. In this way, the chances of great discoveries are significantly reduced.

The underdeveloped culture of innovation and entrepreneurship in Poland is a problem, especially when compared to the situation of foreign research centers. It should be kept in mind that in the United States, especially in fields dominated by high-tech companies, taking up challenges in the area of ​​R&D is regarded in favorable light, even if the projects do not bring success, and fail. Such approach facilitates the management of ongoing works and positively impacts motivation of the participants.

Treatment of research as an activity unrelated to the needs of the economy prevents effective commercialization of research results; it is, however, associated with the criteria adopted by institutions financing the activities of research and scientific institutions. The situation could be changed were the sponsors to accept the risks associated with R&D projects, and provide requirements other than those usually listed, aimed more at practical application of research results.
