Evaluation system for scientific and research entities

One of the key OPI projects is a system for performing parametric evaluations.

Polish scientific institutions receive grants from the state budget for statutory activities, including, inter alia, to maintain its research capacity and for the development of young scientists. Amount of the grant depends on the evaluation (rating) of the facility issued by the Committee of Evaluations of Scientific Entities (KEJN).

The Committee a consultative and advisory body to the Minister of Science and Higher Education, which evaluates research and scientific units according to internationally recognized standards. Thanks to this, the funding is truly linked to the quality of research. The evaluated entities are assigned to one of the four categories:

A+: national-scale leader

A: Very good level

B: acceptable level, recommended improvement

C: unsatisfactory level

Since in 2010 a new model of the research entity survey entered into force, and rules for parametric evaluation were revised, it was necessary to modify the database structure. The software developed by OPI also made it possible to correct and supplement the “old” questionnaires, and fill in the entity survey for 2009 (users submitted data for the last five years in a single file). In 2010, the files with data for the years 2005 to 2009 were submitted by 982 entities, 425 institutions corrected their data, and 120 had to do it several times. After the announcement of the results of parameterization, following an appeal, further corrections from 58 entities were accepted by order of the Mister of Higher Education.

Currently, works related to preparation of the system for institutions survey for the years 2009-2012 are ongoing; the questionnaire will be completed using thePOL-on system.
