What models of funding science prove to be useful in countries that are successful in research and innovation? How the public funds are transferred to the research units and according to which criteria?
Answers to these questions are to be found in the latest publication of our Laboratory of Statistical Analysis and Evaluation “Systemy publicznego finansowania nauki w ujęciu międzynarodowym” [“Systems of public funding of science – international perspective” – available in Polish only]. The authors analyze case studies of selected countries which allows them to present specific dilemmas related to the conduct of scientific policy, e.g. to the processes of reconciling interests of different parties while enhancing economic development.
In the publication our researchers discuss a number of aspects that should be taken into account in terms of creation of a state scientific policy: the activity of companies in the research market, cultural context, the place of the humanities in the environment that rewards innovativeness and technological progress. They analyze distribution of funds for science and research in Austria, Denmark, Finland, the Netherlands, Israel, Japan, South Korea, Germany, Norway, the United States, Switzerland and Great Britain. At the end they look at public financing of science from the perspective of Poland emphasizing how important it is to invest in human capital and make judicious use of foreign practices in terms of development and modernization of Polish systems of public funding of research.
