The most important task in the project was to develop a methodological basis for evaluation research. A SMART analysis of indicators, analysis of reporting and monitoring forms, as well as analysis and description of procedures for monitoring the project implementation – along with graphic presentation of the procedures – were carried out.
Draft structures of the database and applications for R&D and higher education sector projects were prepared:
- Design and databases testing in the Access software;
- Prototype of the database and applications in the MVC technology, along with documentation containing a description of the data structure, requirements and functionalities;
- potential lists of information exchange (sources and destinations) and search engine design with elements of visualization;
- graphic design for the website in PHP, containing graphic elements for specific areas of the Internet portal, and components specific to each sub-page of the base, to help users navigate through the website;
- questionnaire for data collection and search engine design with dictionaries containing a list of potential project results at the level of output (products), results and impacts.
Prototype of the database contains the following sections:projects(basic data, finance, results, others) andresults(output, results, impacts, target groups, input indicators, output indicators, result indicators, impact indicators).
The application generates graphs and tabular comparisons according to preset keys. Different authorization levels for the application use, depending on the defined user type.
The project involved also an evaluation study of the results of completed projects within the EU Framework Programmes with participation of Polish research teams. An important element of the project was the publication of a book entitledHow to evaluate and monitor effects of the R&D sector and higher education projects, edited by Paweł Kościelecki and Barbara Warzybok .
